    On the implementation of the results of scientific, methodological and expert-analytical activities

    On May 26, 2026, another certificate was received on the implementation into practice of the results of scientific, methodological and expert-analytical activities of the staff of the Center for research of problems in privatization and state assets management.

    This Report confirms that the Research Center's proposals covered a wide range of issues related to the Agency's activities for the Management of state assets and were used in the formation of norms for draft laws and regulations covering such areas as:

    - State regulation of business entities;

    - an industry-specific approach to the privatization of business entities;

    - assessment of the effectiveness of the management of state shares;

    - improvement of corporate governance;

    - regulation of the activities of subsidiaries.

    The implementation of the Research Center's developments into practice will increase the efficiency of state asset management and improve the investment attractiveness of privatized facilities.

    On May 26, 2026, the Supreme Court of the Republic of Uzbekistan hosted a round table dedicated to discussing current problems in the field of insolvency and ways to solve them with the participation of responsible ministries and departments.

    “During the period from January to May 2026, the employees of the Center for research of problems in privatization and state assets management under the State Assets Management Agency of the Republic of Uzbekistan received 7 certificates confirming the implementation of the results of scientific, methodological, and expert-analytical activities into practice.”

    “During the period from January to May 2026, the employees of the Center for research of  problems in privatization and state assets management under the State Assets Management Agency of the Republic of Uzbekistan received 7 certificates confirming the implementation of the results of scientific, methodological, and expert-analytical activities into practice.”

    The implemented results cover areas related to improving the insolvency institution, as well as the development of regulatory and methodological documents in the fields of judicial administration, real estate activities, and valuation activities.

    In particular, the implementation of proposals and developments in the following areas was confirmed:

    improvement of the insolvency institution in the Republic of Uzbekistan;

    preparation of commentaries to the Law of the Republic of Uzbekistan “On Insolvency”;

    development of proposals to improve the insolvency index of the Republic of Uzbekistan;

    development of draft professional ethics rules for judicial managers;

    development of the National Standard of Real Estate Services “Trust Management of Real Estate Objects”;

    development of the National standard for the valuation of vehicles;

    development of the National standard for the valuation of cultural property.

    The received certificates confirm the practical significance of the research conducted by the Center, as well as its relevance in the preparation of regulatory, methodological, and organizational solutions in the areas of state asset management, valuation, real estate activities, and insolvency procedures.

    These results demonstrate the Center’s consistent work in providing scientific and analytical support for reforms and implementing research outcomes into the practical activities of specialized organizations and government bodies.

    Scientific and Practical Online Conference on “Current Issues in the Implementation of the Standard for Valuation of Cultural Property in the Republic of Uzbekistan” Organized

    On May 12, 2026, the Center for Research on Privatization and State Asset Management, jointly with the Agency for State Asset Management of the Republic of Uzbekistan, organized a scientific and practical online conference on “Current Issues in the Implementation of the Standard for Valuation of Cultural Property in the Republic of Uzbekistan.” The event was dedicated to discussing the implementation of the standard for valuation of cultural property, its importance for the development of the art market, preservation of cultural heritage, formation of a professional expert community, as well as improvement of scientific and methodological approaches to the valuation of objects of artistic, historical, and cultural value. The conference was opened with a welcoming speech by Igor Leonidovich Butikov, Director of the Center for Research on Privatization and State Asset Management under the Agency for State Asset Management of the Republic of Uzbekistan, Doctor of Economics, Professor. During the conference, the keynote speech was delivered by Shavkat Fazilovich Sultanov, Director of “ART VERNISSAGE,” the first auction house for works of art in Uzbekistan, and one of the initiators and co-authors of the standard for valuation of cultural property. In his speech, he emphasized the importance of adopting this standard for the formation of the art market, increasing transparency in transactions involving works of art, developing professional valuation of cultural property, and preserving the cultural heritage of Uzbekistan.

    Reports were also delivered by Ilmira Rahimovna Ahmedova, Candidate of Philosophical Sciences, Chairperson of the Art Critics Section of the Creative Union of Artists of the Academy of Arts of Uzbekistan. In her speech, she highlighted the role of the standard for valuation of cultural property in forming a professional class of art historians and art experts in the Republic of Uzbekistan. A report was also presented by Shahlo Abdullaeva, PhD in Art History, Associate Professor at the National Institute of Fine Arts and Design named after K. Behzod. The expert discussion was attended by: Akbar Abdullayevich Khakimov — Academician of the Academy of Sciences of the Republic of Uzbekistan, Academician of the Academy of Arts of Uzbekistan, Professor, Doctor of Art History, Honorary Doctor of Soka University in Tokyo, co-author and head of the group for the development of the Methodology for Valuation of Cultural Property; Masharib Saydamatovich Abdullayev — Deputy Director for Scientific Affairs of the Institute of Art Studies of the Academy of Sciences of Uzbekistan, Doctor of Art History; Komiljon Rahmatovich Rakhimov — Leading Research Fellow of the Institute of Oriental Studies of the Academy of Sciences of Uzbekistan, Doctor of Historical Sciences, Professor, Orientalist and source studies scholar; Oksana Vyacheslavna Pakhomenko — Candidate of Economic Sciences, Deputy Chairperson of the Association of Valuation Organizations of Uzbekistan, expert, and highest-category appraiser. The participants of the conference discussed issues related to the practical application of the standard, methodological approaches to determining the value of cultural property, the need to train qualified specialists, as well as the importance of cooperation among appraisers, art historians, historians, source studies scholars, and representatives of the art market. Special attention was paid to the fact that the implementation of the standard for valuation of cultural property may become an important tool for increasing trust in the art market, ensuring transparency in transactions involving works of art, protecting the interests of owners and buyers, and preserving the cultural heritage of the Republic of Uzbekistan. Following the conference, participants put forward proposals for further improvement of methodological approaches, development of expert practice, strengthening cooperation among scientific, professional, and cultural organizations, as well as creating conditions for the formation of a professional community of specialists in the field of cultural property valuation. At the conclusion of the event, it was noted that the adoption and implementation of the standard for valuation of cultural property is a relevant and timely step aimed at developing the national art market, improving the quality of expert valuation, and preserving the rich cultural heritage of Uzbekistan.

    Another Scientific Seminar Was Organized and Held at the Center

    On May 8, 2026, in accordance with the Work Plan of the Research Center for 2026, another scientific seminar was organized and held within the framework of the Scientific Laboratory.

    At the seminar, analytical reports were presented by Alexander Nikolaevich Kravchenko, Head of the Department for the Development of Scientific and Methodological Foundations for the Regulation of Valuation and Real Estate Activities, Candidate of Economic Sciences, Senior Researcher, on the topic “Main Provisions of the National Standard for the Valuation of Natural Resources,” and by Rustam Khusanovich Tashmatov, Head of the Department for Research on Corporate Governance Issues and Investment Attraction through the Issuance of Bonds and Shares, Doctor of Economic Sciences, Professor, on the topic “Methodological Recommendations on Compliance with Fiduciary Duties by Members of Supervisory Boards, Directors, Members of Management Boards, and Trust Managers.”
