  • Aims and tasks of the Center

    The Center for Research of Problems in Privatization, Development of Competition and Corporate Governance (hereinafter – the Center) was established in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No.1012 as of 22.12.2017 on the basis of the Center for Research of Problems in Privatization, Development of Corporate Governance and Securities Market under the State Competition Committee of the Republic of Uzbekistan, formerly the Research Institute for Deepening of Market Reforms under the State Property Committee of the Republic of Uzbekistan, and is is an independent research institution.

    The Center operates in accordance with the Constitution and laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, resolutions of the Board, orders and directions of the State Competition Committee of the Republic of Uzbekistan, and other regulatory and legal acts.

    The superior organization of the Center is the State Assets Management Agency of the Republic of Uzbekistan.

    The aim of the Center is to strengthen the role of economical science in creating a solid scientific, methodological and methodical basis for further assisting the government to effective development of privatized enterprises, implementing antimonopoly policy and forming a competitive environment, improving the state property management system, functioning securities and real estate markets.

    The main tasks and activities of the Center are:

    formation of a scientific and methodological basis for ensuring the development of privatized enterprises in order to create new jobs, increase the efficiency of activities, modernize production and organize production of competitive products;

    studying the modern experience in development and implementation of “roadmaps” for development of privatized enterprises and the preparation of recommendations for its implementation in the republic;

    preparation of proposals on the main directions and mechanisms for increasing the effectiveness of state assistance to privatized enterprises on the basis of systems analysis of the activities of privatized enterprises;

    providing assistance to the Republican Center for Training of the Basics of Entrepreneurial Activity in preparation of teaching and learning materials for training entrepreneurs implementing the investment projects based on privatized enterprises;

    development of recommendations on improving the efficiency of the functioning of antimonopoly regulation system, protection of consumers’ rights and legitimate interests on the basis of in-depth analysis of demonopolization processes and formation of healthy competitive environment in the economy;

    improvement of methodological framework and mechanisms for implementation of financial rehabilitation of economically insolvent enterprises and bankruptcy procedures;

    development of scientific bases and methodical recommendations for further development of institutions and mechanisms of state property management, for introduction of modern international standards and methods of corporate governance in business companies;

    analysis of the state and identification of trends in the development of securities and real estate markets, their infrastructure, preparation of scientific recommendations on improvement of the institutions and mechanisms for their functioning;

    preparation of draft regulatory and legal acts, analytical and methodological documents, publication of scientific works, holding “round tables” and seminars on the areas of activity of the Center.

    The Center independently plans its activities on the basis of contracts concluded with the Ministry of Innovative Development of the Republic of Uzbekistan to fulfill the tasks of the state scientific and technical programs, tasks of the State Competition Committee of the Republic of Uzbekistan to carry out research works, prepare drafts regulatory and legal acts, methodological and other documents, as well as economic agreements concluded with various enterprises and organizations.

    The products of the Center are scientific reports, draft concepts, regulatory and legal acts, methodological and other documents, analytical notes and information materials, as well as scientific publications on the areas of activity of the Center.

    The Center’s intellectual property includes all research materials (scientific reports, concepts, methodical recommendations, instructions, analytical notes etc.), publications, as well as research works carried out by third parties commissioned by the Center. Depending on the nature of the intellectual property, the rights to it may belong to the Center, to the group of authors, or to the researcher of the Center.
